HMRC online services: new login screen for individuals
HMRC have changed the login screen for individuals accessing HMRC online services. This change appears to have created concern among some taxpayers, so we are sharing the following with permission from HMRC.
As of 10 November, individuals are being presented with the screen below before they can enter their log in credentials to access HMRC online services:
Our understanding of the available options is:

Government Gateway - the existing login method for existing users of HMRC services, requiring a 12 digit user ID and password.

GOV.UK One Login - the planned replacement for Government Gateway. One Login isn't currently used by HMRC, but allows access to a limited number of other GOV.UK services. Individuals with a One Login account who need to access HMRC online services will be redirected to log in using a Government Gateway account instead for the time being.
- Create new sign in details - new users who haven't accessed HMRC online services before will need to set up a Government Gateway account.
The above reflects the ATT's understanding as at the date of publishing shown, but HMRC screens and systems may be subject to change.

"HMRC have changed their sign-in page to introduce an additional option: GOV.UK One Login, alongside the existing Government Gateway. This is part of HMRC’s preparation for moving to GOV.UK One Login, a secure, modern sign-in system that will eventually replace Government Gateway.
Customers will not be able to create a GOV.UK One Login at this point and customers currently cannot sign in to HMRC using an existing GOV.UK One Login created for a different government service – these options are only available to allow HMRC to prepare, by testing the new screen and observing behaviour.
Customers should continue to sign-in with their Government Gateway sign-in details like they normally do. If customers try to sign in with a GOV.UK One Login, they will be redirected to the Government Gateway sign-in page.
Key points to remember:
- No immediate action is required: Customers should continue using their Government Gateway sign-in details as usual.
- Selecting GOV.UK One Login will redirect back to Government Gateway for now.
- Customers cannot create a GOV.UK One Login for HMRC services yet.
- Customers cannot sign in to HMRC using an existing GOV.UK One Login created for a different government service
