Executive Team

The Executive Team is tasked with the operational management of the Association and is led by the Chief Executive, Jane Ashton.

Chief Executive

Jane Ashton

Jane was appointed Chief Executive in March 2016. She became a member of the Association in 1993 and a Fellow in 2011. She is a former member of Council. Jane was previously with HMRC where over a thirty year period she held various posts, gaining considerable experience both in tax and change programmes.

Executive Officer

Sue Fraser

Sue joined the Association in January 1998 and has gained considerable experience in various aspects of the Association's work over the years. She is secretary to the Association's Council, Finance Steering Group and Member Steering Group, and to Audit Committee and the Joint Officers and Senior Staff Forum.

Director of Education

Rosalind Baxter

Rosalind has led the Education Function of the ATT and CIOT since 1999. She had previous experience of working for two not-for-profit educational charities. She is an Associate member of the Institute of Chartered Secretaries and Administrators. 

Business Development & Marketing Manager

Rebecca Fuller​

Rebecca worked in marketing for five years before joining the Association in 2016. Rebecca manages the Association’s digital marketing, branding and business development steering group. She is also an Associate Chartered Marketer at the Chartered Institute of Marketing. 

Technical Officers 


Emma Rawson

Emma's background is in corporation tax and she also has a focus on VAT. She trained with Deloitte, working in both their London and Leeds offices, and also spent a short time working in a specialist consultancy firm providing advice to other practitioners before joining the Assocation as a technical officer in 2017.

Will Silsby

Will's particular emphasis is on business tax and management of taxes issues. He previously served as an Inspector of Taxes (in the 1970s) and then worked in practice until his appointment as a technical officer in 2012. Will was a member of the First-tier Tax Tribunal until 2018.

Helen Thornley

Helen has a focus on personal and capital taxes. Initially training as an accountant before moving to tax, she worked in practice until her appointment as a technical officer in 2017. Helen also has an interest in the history of tax.
